An Ooitech solar panel production line ships with CE certification and a complete pre-delivery compliance file. Each line is certified against the EU Machinery Directive 2006/42/EC and the Electromagnetic Compatibility Directive 2014/30/EU by an independent notified body, backed by a supervised third-party factory audit. We stay with the certification body from the first design review through manufacturing, workshop testing, commissioning and final acceptance — so the machine that arrives on your floor is the same machine that was certified.

What CE Certification Actually Covers on a Solar Panel Production Line

A module assembly line is not one machine. It is a chain of machines — stringer, layup, bussing, laminator, trimming, framing, testing — each with its own electrical cabinet, drives, guarding and interlocks. A CE certificate issued for “a production line” is therefore only meaningful when the certificate names the machine types, the models and the directives it was assessed against. Ours do.

Certification Scope by Machine Family

Every machine family we build has been assessed against the same core directives. The table below sets out the directives and harmonised standards applied to each family, so you can see exactly what a certificate for your equipment covers.

The attestation certificate below is the current registration for the Solar Panel Production Line, models GR, OT-PV and OT-CX, issued by UDEM International Certification (Turkey), an independent notified body, and valid to 08.09.2027.

Registrations covering the individual machines in the table above follow the same directive set. Several were issued under earlier revisions of those directives and are being re-issued against the current revisions. When you ask for the certificate for a specific model, we send the document that names that model — so your import file, tender submission or customs package always references a certificate that actually covers the equipment on the order.

Certified Machine Scope

Where a customer buys a full line, we supply a certificate set that maps to the actual bill of equipment, not a single generic sheet:

• Stringer / tabber and bussing machines
• Solar cell laser cutting and laser non-destructive cutting machines
• Layup, glass loading and EVA / TPT cutting stations
• Laminators and trimming stations
• Framing machines and glue dispensers
• EL defect testers and module sun simulators
• Conveyors, turning units and the integrated line control system

How We Work With the Certification Body: Design, Manufacturing, Commissioning

Certification is a process, not a document bought at the end of a project. Customers who visit us for a factory acceptance test usually notice that the certification body is already involved before the machine is finished. That is deliberate.

1. Design review — before steel is cut

Electrical schematics, guarding layout, safety circuit architecture (emergency stop category, interlocks, door switches), pneumatic and hydraulic circuits, and the risk assessment to EN ISO 12100 are submitted for review. Non-conformities are corrected in the drawing, where a change costs nothing.

2. Manufacturing — component and traceability verification

During build we keep the component certificates and nameplate data that the assessment depends on: contactors, safety relays, drives, servo amplifiers, cable types, EMC filters and shielding practice. A machine built with substituted components is not the certified machine, and the auditor is entitled to check.

3. Workshop testing — EMC and electrical safety

The line is run in our workshop and tested for earth continuity, insulation resistance, dielectric strength, residual voltage, harmonic current emissions and immunity behaviour. Test records and the technical file are assembled here, before shipment.

4. Commissioning — verification at your site

After installation our engineers commission the line and re-verify the safety functions under real production conditions. Documentation, drawings, the technical file, the declaration of conformity and operator training are handed over against a signed acceptance checklist.

If the certification body requires a change at any stage, we implement it and re-submit. We do not ship a line with an open non-conformity and hope it passes at the destination port.

Third-Party Factory Audit

Beyond machine certification, our production facility has been independently audited by Focus Technology Co., Ltd. under the supervision of TÜV Rheinland (report MIC-ASI239058, February 2023). The audit covered general company information, foreign trade capacity, product R&D capacity, management system and product certification, production capacity and quality control, working environment, energy saving and emission reduction, and photographic verification of the plant.

Pre-Shipment Certification and Inspection Support

We have arranged SGS pre-shipment inspection for customers, and we work with other inspection and certification agencies on request. Depending on destination and contract terms this can include:

• SGS pre-shipment inspection, at the buyer’s nomination and against the agreed purchase order
• Witnessed factory acceptance testing with the buyer’s engineer or a nominated third party present
• Container loading supervision and photographic loading reports
• Voltage, plug and documentation adaptation for the destination market

These are arranged against the purchase order. Tell us at quotation stage which inspection regime your market or letter of credit requires and we will price it into the offer rather than discover it at the port.

Certification for Other Markets — Applied for Per Project

CE covers the EU and EEA. For other destinations we apply for the certification the market requires, on a project basis, instead of shipping the machine and leaving the conformity paperwork to the buyer. Depending on the destination this can include:

• North America — NRTL listing or field evaluation (UL, ETL or equivalent) for the control panel and electrical assembly, together with voltage and frequency adaptation
• United Kingdom — UKCA marking
• Middle East and North Africa — SASO / SABER for Saudi Arabia and country-specific certificates of conformity
• Southeast Asia, South Asia and Africa — certificates of conformity and pre-shipment inspection as named in the letter of credit
• Any market — IEC-based test reports and a technical file that a local notified body or testing house can assess

Because every line is built to an EN ISO 12100 risk assessment with EN 60204-1 electrical practice from the start, the additional work for these schemes is usually testing and documentation rather than redesign. Ooitech equipment is operating in customer factories across North America, Europe, Southeast Asia and the Middle East, alongside projects in Africa, South Asia and Australia. Reference installations include a 60 MW solar panel production line in Mali, a 300 MW line in Armenia, a 30 MW factory in Gujarat, India, and Egypt’s first fully automatic solar panel production line.

Different markets ask different questions. EU customers focus on the Declaration of Conformity and the technical file. North American customers ask about voltage, control-panel standards and spare parts turnaround. Southeast Asian and Middle Eastern customers frequently ask for inspection support and loading supervision as part of the contract. Does the CE certificate cover the whole production line or individual machines?

Our certificate names the machine types and models it covers. On a full line we supply a certificate set that maps to the actual bill of equipment, so each machine that requires CE marking has documentation behind it.

Which directives is the solar panel production line certified against?

Machinery Directive 2006/42/EC and EMC Directive 2014/30/EU. Machines with their own electrical enclosure may additionally fall under Low Voltage Directive 2014/35/EU.

Can you arrange SGS or another third-party inspection before shipment?

Yes. We have arranged SGS pre-shipment inspection for customers and work with other agencies on request, at the buyer’s nomination and inside the purchase order. We also accept witnessed factory acceptance tests with the buyer’s own engineer present.

Is the factory audited by an independent organisation?

Yes. Our facility was audited under the supervision of TÜV Rheinland in February 2023 (report MIC-ASI239058), covering production capacity, quality control, R&D capacity and management systems.

Do you provide certification for markets outside the EU, such as North America?

Yes. We apply for the certification a market requires on a project basis — for example NRTL listing or field evaluation (UL, ETL or equivalent) for North America, UKCA for the United Kingdom, and SASO / SABER or other certificates of conformity for the Middle East.
