The building, the utilities and the payroll are decided long before the first machine is quoted, and they are the items that turn an affordable line into an unaffordable project.\n\nPV Module Manufacturing · Factory Planning & Investment · by Jerry, Ooitech\n\n## 1. What \"Plant Setup Cost\" Actually Covers\n\nWhen a buyer asks the cost of a solar panel manufacturing plant, the answer is four separate budgets. Suppliers quote the first one and stay silent on the rest, which is where first-time factory projects get into trouble.\n\n| Budget | What it includes | When it is decided |\n| --- | --- | --- |\n| 1. Building and civil works | Workshop, warehouses, chemical store, equipment room, epoxy floor, clean-wall partitioning, reinforced slab | Before equipment selection. Structural loads cannot be added later at reasonable cost |\n| 2. Utilities and facility systems | Transformer and distribution, compressed air, cooling water, air conditioning, exhaust and ventilation | Alongside the building. Each machine's demand has to be summed first |\n| 3. Equipment | The production line itself | After 1 and 2 are sized, because the building constrains the line |\n| 4. Working capital | Raw material inventory, payroll and receivables until the first modules are paid for | Most often forgotten. It is a recurring budget, not a one-time one |\n\n## 2. Floor Area and Building Requirements\n\nThese are the design parameters Ooitech issues for a 300 MW module plant. They are the numbers to take to an architect or a landlord, and they are the reason a building that \"looks big enough\" often is not.\n\n| Area | Size | Key requirements |\n| --- | --- | --- |\n| Production workshop | 120 m × 40 m = 4,800 m² | Ceiling height 3.5 m; humidity 40–60%; ceiling load 120 kg/m²; floor load ≥1,200 kg/m²; epoxy floor |\n| Finished goods warehouse | 4,000 m² | Height >3.5 m; humidity <70%; floor ≥1,200 kg/m²; loading platform |\n| Raw material warehouse | 4,000 m² (10 MW inventory) | Height >3.2 m; humidity 30–60%; temperature 15–28 °C; good ventilation |\n| Chemical warehouse | 100 m² | Height >3.5 m; temperature 15–28 °C; ventilated and isolated from other stores |\n| Peripheral equipment building | 500 m² | Height >8 m; includes about 100 m² of open hardened ground |\n\nTwo of these rows decide whether a lease is usable at all. The **floor load of 1,200 kg/m²** is set by the laminator and the material stacks, and it is not negotiable; a standard light industrial floor will not carry it. The **3.2 to 3.5 m ceiling** is set by the equipment height plus working clearance. A building that fails either test is the wrong building, whatever the rent.\n\n## 3. Utilities: Power, Air and Water\n\nUtilities are quoted per machine and then summed. Getting them wrong is cheap to fix on paper and expensive to fix on site, because adding a transformer or an air main after the roof is on means downtime and rework.\n\n| System | Requirement |\n| --- | --- |\n| Power supply | Three-phase five-wire, 220/380 VAC, 50 Hz; voltage fluctuation within ±10%; frequency within ±1%; total harmonic content below 5%; independent earth |\n| Workshop electrical load | About 1,000 kW at 100 MW scale, of which roughly 320 kW is air conditioning. Lamination heating is the dominant process load |\n| Compressed air | 0.6–1.0 MPa at about 12 m³/min at 100 MW scale |\n| Cooling circulating water | 0.4–0.6 MPa, water temperature below 20 °C, circulation about 20 t/h (essentially no consumption) |\n| Warehouse loads | Finished goods about 40 kW lighting; raw material store about 280 kW total; chemical store about 20 kW |\n\nThe lamination process is worth planning around early. Heating power is typically several times the cooling power, so the electrical supply is sized by the laminator rather than by the conveyors, and in a hot climate the air-conditioning load sits on top of it. Stating your site's ambient conditions in the enquiry changes the utility specification, and therefore the building.\n\n## 4. Staffing: The Recurring Line in the Budget\n\nPayroll is the cost that never stops, and the one buyers underestimate most often. Here is the actual operator plan Ooitech issues for a 150 MW line producing double-glass modules, per shift.\n\n| Station | Operators |\n| --- | --- |\n| Automatic stringer | 1 |\n| Glass and EVA feeding | 1 |\n| Placing EVA spacers | 1 |\n| Teflon cloth, lead wire, internal barcode | 1 |\n| EL tester before lamination | 1 |\n| Rework | 3 |\n| Manual edge taping and frame placement | 2 |\n| Manual trimming and edge-tape removal | 1 |\n| Flip view inspection | 1 |\n| Glue and frame | 1 |\n| Junction box gluing, installing, welding, potting | 2 |\n| Junction box cover and rear cleaning | 1 |\n| Front cleaning | 1 |\n| IV / EL test fixture | 1 |\n| IV tester | 1 |\n| EL tester after lamination | 1 |\n| Nameplate barcode and fixture removal | 2 |\n| Manual unfeeding | 2 |\n| Total per shift | 24 |\n\nThree observations matter more than the total. First, **rework is the third largest station at three operators**; if your yield is worse than planned, this number grows before anything else does. Second, a semi-automatic line does not simply employ fewer people, it shifts work into manual stations such as edge taping, trimming and unfeeding. Third, run two shifts and the payroll doubles, which is why utilisation, not equipment price, usually decides whether the plant is profitable.\n\n## 5. What Decides Whether the Plant Is Profitable\n\nProfitability in module assembly is rarely decided by the equipment price. Five levers do the work, and only one of them is a one-time cost.\n\n| Lever | Why it dominates |\n| --- | --- |\n| Capacity utilisation | Equipment, building and most payroll are fixed. Going from one shift to two spreads the same capital over twice the output, and that is the single largest margin movement available |\n| Yield and rework | Every rejected module carries the full material cost of a good one. Rework also consumes three operators per shift in the plan above before any rework rate is applied |\n| Raw material cost per watt | Recurring and much larger than the machine budget over the life of the plant. Cells alone dominate it, which is why cell sourcing and binning matter so much |\n| Module selling price and mix | Whether you sell commodity modules or higher-margin formats. Vertical integration into EPC work moves the same panel further up the value chain |\n| Export terms and FX | For exporters, VAT rebate treatment and settlement rates sit directly on the margin and are as important as the factory itself |\n\nThis is why our own customers rarely stop at manufacturing. One of our Egyptian customers used their 10 MW line to launch an EPC business, installing systems with modules they produced themselves. The panel that leaves the factory gate at a commodity price earns a project margin when it is installed, and vertical integration is often a faster route to profitability than driving down the machine cost.\n\n## 6. FAQ\n\n### What is the cost of setting up a solar panel manufacturing plant?\n\nTreat it as four budgets rather than one number: building and civil works, utilities and facility systems, the production line, and working capital for raw materials and payroll. The building and the utilities are decided by a small set of parameters, which are listed in sections 2 and 3 above, so they can be costed locally with an architect and a contractor before you approach any equipment supplier.\n\n### How much floor space do I need?\n\nFor a 300 MW plant our design parameters specify a 4,800 m² production workshop, 4,000 m² of finished goods warehouse, 4,000 m² of raw material warehouse, a 100 m² chemical store and a 500 m² peripheral equipment building. Smaller capacities scale down, but the warehouses do not scale proportionally, because raw material inventory is driven by delivery lead times rather than by line speed.\n\n### Can I use an existing building?\n\nOften yes, if it passes two tests: a floor load-bearing capacity of at least 1,200 kg/m², and a clear ceiling height of 3.2 to 3.5 m in the production area. Humidity control between 40 and 60 percent is the third requirement and is usually the easiest to retrofit. If the floor load cannot be met, keep looking.\n\n### How many workers does a solar panel line need?\n\nOur 150 MW double-glass plan uses 24 operators per shift, including three on rework. Semi-automatic lines trade automation for manual stations such as edge taping, trimming and unfeeding, so headcount falls less than buyers expect when they move down a tier.\n\n### Is solar panel manufacturing profitable?\n\nIt depends far more on utilisation and yield than on equipment price. Because building, equipment and much of the payroll are fixed, the difference between running one shift and two is usually the largest single margin movement available to a new plant. After that, raw material cost per watt and module selling price decide the outcome. A plant with a cheap line running at low utilisation will underperform an expensive line running at full capacity.\n\n### What is usually underestimated?\n\nWorking capital and rework. Working capital is a recurring budget that has to cover raw material inventory and payroll until the first modules are paid for. Rework appears in the staffing plan as a station of its own, and it grows quickly if yield falls short of plan.\n\n## Final Thoughts\n\nStart with the building, not the machine list. Floor area, floor load and ceiling height are the constraints you cannot negotiate later, and they decide which line you can install rather than the other way round. Size the power, air and water supplies from the machine schedule before construction, and treat working capital as a real budget line alongside the equipment.
